Where are CPSSP coverage products stored?
The products included in the coverage of the bond, therefore those made available to the CPSSP, must be stored in bonded warehouses (EFS-warehouses fiscal storage). These places are refineries, depots, caverns that belong to operators and SAGESS.
Where can the products included in the obligation be stored?
The stocks of the operators and SAGESS must be in bonded warehouses (called warehouses fiscal storage or EFS) approved by the administration, of more than 400m3 for the first three categories and of more than 1 000m3 for the heavy fuel oils ( Art 5 of Decree 93-131 and Art 11 of the decree of 15 March 1993 modified).
Products being transported (pipes, ..) are not included in the cover. However products on board coasters, barges or barges flying the French flag and flowing between metropolitan ports may be taken into account in the cover as well as the products being unloaded. (Art 10 of the decree of March 15 1993).
What possibility of storage abroad?
Possibility for operators, subject to the agreement of the administration, to store up to 10% of their obligation in an EU Member State, (Art 5 d of Decree No 93-131 and Art 10 of the order of 15 March 1993). This subject to an intergovernmental agreement between France and the country and that there is a real logistics flow in the framework of long-term commitments.
Which products are accepted as substitutes for finished products and in what quantities?
Each authorized oil operator may include in strategic stocks that he owns other products than finished products released for consumption, by introducing an equivalence (law n ° 92-1443 of 31/12/1992 Art 2 last paragraph ).
Art 3 of Decree No. 93-131 of 29/1/1993, supplemented by Article 8 of the Decree of 15 March 1993, stipulates that crude oil and intermediate products may be substituted for finished products within certain limits. .
