The CPSSP and the State
The Professional Committee of Strategic Stocks Petroleum (CPSSP), was created by the Petroleum Law 92-1443 of 31 December 1992 and its role specified by Decrees 93-131 and 93-132 of 29 January 1993, with the aim of strengthening the State control over the strategic stock management system that had been managed since 1988 by SAGESS.
However, the mission of SAGESS continues under the aegis of CPSSP (art 3-II of the law of 31/12/92 and art 9-b of decree n ° 93-132 of 29 January 1993).
The CPSSP is a professional committee defined by the law n ° 78-654 of June 22nd, 1978.
The CPSSP is classified as ODAC (Diverse Organization of Central Administration).
An agreement, of indefinite duration, approved by "ministerial decree", governs the relations between the CPSSP and the SAGESS (art 9-b of the decree n ° 93-132 of January 29th, 1993).
Links with the Administration
The state exercises very strong control over the CPSSP and SAGESS.
The CPSSP is subject to the budgetary control provided by Decree No. 2012-1246 of 7 November 2012.
3 administrations (the DEGEC, the DGCCRF and the DGDDI) are present at all sessions of the CPSSP's Board of Directors with advisory votes.
The Government Commissioner and the member of the General Economic and Financial Control Corps shall attend, in an advisory capacity, all meetings of the Council as well as any committee it may set up. They can be represented.
